Le seul moyen sûr de se prémunir contre l’acquisition de l’arme nucléaire et de rejeter ces appels à l’action militaire – et de négocier un règlement global de tous les contentieux entre l’Iran et les Etats-Unis, tel que les deux parties puissent reprendre des relations normales sur une base de respect mutuel au moins, d’amitié si possible.

Après la chute de Baghdad au printemps 2003, le gouvernement iranien envoya aux américains (par l’intermédiaire du gouvernement suisse) une proposition de pourparlers en vue d’un « Grand Accord » [« Grand Bargain »] qui permettrait la résolution de la dispute nucléaire et la reconnaissance de facto d’Israël. L’administration Bush ignora la proposition, et reprocha aux Suisses de l’avoir transmise.

Un grand nombre d’observateurs, depuis Paul Wolfowitz jusqu’au fils du dernier Shah, depuis le dissident Akbar Ganji jusqu’au prix Nobel Shirin Ebadi, ont prévenu contre une action militaire, préconisant au contraire de permettre aux Iraniens de développer eux-mêmes un gouvernement plus libre, plus réellement représentatif, sans interférence extérieure.

L’histoire de l’Iran sur les 2 derniers siècles est en partie l’histoire d’une colère populaire croissante contre les ingérences extérieures, fondée sur une vieille aversion Shi’ite pour l’arrogance du pouvoir.

L’Iran est un vieux pays, avec une fierté pour son histoire et sa culture qui ont plus de 3000 ans, et cette culture a eu une influence dont beaucoup d’Américains et d’Européens n’ont pas la moindre idée. C’est une culture qui met une grande valeur sur l’éducation et les réalisations intellectuelles.

Cette génération cruciale [mieux éduquée] de jeunes Iraniens va-t-elle être rendue durablement hostile aux valeurs occidentales par une action militaire occidentale malheureuse? Ou ses instincts pro-occidentaux vont-ils être encouragés par une politique américaine déterminée de reconciliation qui peut attirer le régime iranien dans une réponse du même type? Mon profond espoir est que le prochain président américain choisira la seconde alternative.
